MOSCOW, Nov 29 (PRIME) -- Russia’s Digital Development Ministry has added low-resolution video to the content shown on the socially important websites, access to which will remain with zero balance under the Affordable Internet program, business daily Kommersant reported on Monday.
The ministry drafted a new version of the government ruling setting the order of making the list of socially important resource for the Affordable Internet project, and the document was sent to the government.
According to the ministry’s idea, the free socially important websites will transmit video in low resolution of 480 pixels, but they will be banned to upload information from foreign resources or organize voice and video calls, audio and video messages. Such resources must not contain pay information or links to it or services, but state ones.
Experts said that the operators will have to invest in free access to such resources, which would worsen the quality of mobile networks.
